Cuthbert is the Director responsible for Pensions and Life Insurance Supervision in the Insurance and Pensions Commission of Zimbabwe (IPEC) and has been with IPEC for 8 years.
He is a financial sector economist with 20 years’ experience. Prior to joining the insurance and pensions regulator, he has been with the Ministry of Finance and Economic Development of Zimbabwe for 12 years. During his stint with the National Treasury, he dealt with different portfolios on financial sector policy advisory and regulation, including the enactment and review of financial sector legislation, financial sector development, regulation of capital markets, insurance and pensions, microfinance, domestic resource mobilisation, institutional reforms, regional financial integration and AML/CFT/PF policy coordination.
He obtained a BSc Honours degree in Economics and Masters in Business Administration (Financial Services) from the University of Zimbabwe. He has also received regional and international training in the regulation of financial institutions, including insurance & pensions, securities market, microfinance and AML/CFT/PF.
Cuthbert is the Vice Chairperson of the SADC Committee of Insurance, Securities and Non-Bank Financial Authorities (CISNA). He is a member of Retirement Income and Pensions Forum of the International Association of Insurance Supervisors and IPEC’s technical contact person for the International Organisation of Pension Supervisors.
