Ayandev Saha is a financial sector development expert with over 18 years of experience in designing and implementing pension systems, inclusive social protection mechanisms, and insurance schemes across the Afro-Asia region. His work bridges financial inclusion, climate resilience, and public policy, with a strong focus on micro-pensions, contributory schemes for informal sector workers, and integrated social security frameworks. He has successfully led complex, multi-country initiatives funded by the World Bank, ADB, EU, UNDP, WFP, USAID, UKAID, and IFAD, advising governments, regulators, and insurers on pension reform, regulatory design, and inclusive insurance strategies. As Strategic Advisor to the Ministry of Finance and Economic Planning, Government of Rwanda, Ayandev played a key role in conceptualising the Agriculture De-Risking and Financing Facility, mobilising $300 million in World Bank funding to enhance agricultural resilience. He is also collaborating with the World Food Programme and the Government of Rwanda to develop the National Disaster Risk Financing Strategy and the operational framework for the National Disaster Response Fund, advancing the integration of shock-responsive social protection and climate risk financing.
Ayandev has led international expert teams to design national agriculture and climate insurance schemes and to develop actionable roadmaps for governments and policymakers. His initiatives have enabled countries to embed agricultural insurance within national strategies, creating sustainable financing mechanisms to address climate risks, enhance adaptive capacity, and protect rural livelihoods. Through his ongoing work, Ayandev continues to champion financial innovation in pensions, social protection, and climate risk management, empowering governments to build resilient, inclusive systems that safeguard vulnerable communities and strengthen long-term economic stability.
